Top U.S. Intelligence Official: China's Support Shifts Momentum in Favor of Russia in Ukraine Conflict

During a hearing of the Senate Armed Services Committee, Director of National Intelligence Avril Haines disclosed China's pivotal role in bolstering Russia's military capabilities in Ukraine. Despite refraining from direct provision of lethal weapons, China's contribution of dual-use components and materials has significantly tilted the battlefield dynamics in Moscow's favor. This strategic support aligns with China's broader objectives of strengthening ties with Russia and Iran, Haines noted.

U.S. officials have highlighted China's supply of dual-use drone and rocket technology, satellite imagery, and machine tools to Russia, essential for its defense production. These items, adaptable for both civilian and military purposes, have bolstered Russia's military prowess amid the ongoing conflict in Ukraine. Haines emphasized that while Russia continues to express openness to peace talks, President Putin has shown no inclination towards substantial concessions, prolonging the conflict's duration.

Addressing concerns about Russia's electoral interference, Haines affirmed ongoing efforts by Russian entities to influence U.S. elections, indicating a sustained focus on such activities. Meanwhile, regarding China's stance amidst escalating trade tensions with the U.S., Haines suggested a measured approach by Beijing to avoid significant economic retaliation, driven by concerns over domestic economic repercussions, particularly amid declining foreign direct investment.

The Biden administration's imposition of stringent restrictions on semiconductor technology exports to China underscores heightened tensions surrounding technological competition. Haines highlighted Chinese President Xi Jinping's growing apprehension about U.S. interference in China's technological ambitions, indicating escalating competition in this domain.

Shifting focus to Iraq, Haines discussed the temporary suspension of attacks by Iranian-backed militias on U.S. forces in the region, attributing it in part to deterrence established through retaliatory U.S. airstrikes earlier. However, she cautioned that the situation remains fluid, contingent upon various factors, including the actions of Iraqi Prime Minister Mohammed Shia al-Sudani, who maintains diplomatic relations with both the U.S. and Iran.
